This qanun obliges school children and prospective brides and bridegrooms to obtain a good level of Qur'anic recitation proficiency before they can graduate or have their marriages ratified. The qanun states that the specific aims of school children and prospective brides and bridegrooms in obtaining such proficiency is so that they can apply their newly acquired love for the Qur'an in their daily lives, so that they can understand and memorise Qur'anic verses, so that they develop the attitude and behaviours of a good, noble Muslims, and so that they become familiar with reading the Qur'an on a daily basis (art 3(1)).
