Enacted in 1993 during Soeharto's centralised New Order (Orde Baru), this regional regulation still arguably Islamises public life in Musi Rawas, South Sumatra. While it makes no reference to Islam or religion (agama) per se, it could be argued that it imposes Islamic or religious norms insofar as it regulates people's sexual activity. It places a blanket prohibition on sexual relations out of wedlock, as well as prostitution. This prohibition also applies to any ancillary conduct that would facilitate such behaviour.
