This regional regulation states, in its preambular statement, that prostitution and lewd behaviour are, in principle, prohibited based on religious and societal norms. The regulation prohibits prostitution and sexual relations out of wedlock, which, it states, contradict common courtesy and/or religious norms. Contravention of this regulation can incur a maximum penalty of three months' imprisonment or IDR 10 million (art 5).
